The Carnegie UK Trust has published a report which calls for improvements to the rural housing burdens mechanism. Rural housing burdens (RHBs) are designed to help rural communities to access land at a discounted rate, and use this land to provide affordable homes for local families. The Carnegie UK Trust have reviewed this approach and come up with a list of recommendations for how to improve the process. They aim to encourage more frequent and effective use of RHBs as well as addressing some of the changes in the housing market which have taken place since RHBs were first introduced in 2004.
