Funding a renewables target?

Two good news stories - Scotland's renewable electricity target has been raised from 50% to 80% for the next decade and communities may also be able to benefit from a pre-planning loan fund to help them investigate local energy projects.

The raised target was announced by Alex Salmond, based on Scotland being on target to exceed its interim target of 31% renewable electricity by 2011.

A few days later, Richard Lochhead MSP published a report which outlines the initial business case for a pre-planning loan fund which would help communities reach the planning stage with renewable energy projects.  Precise details are limited at this stage and the idea may well get lost in a spending review, but you can read the full report here.
