The Joseph Rowntree Foundation (JRF) has published a new report which highlights the challenges facing community groups who want to own or manage assets.
The Localism bill is leading to increased interest in community asset management south of the border. In response, the JRF commissioned research into community-based organisations who own and manage assets across the UK. The findings highlight many of the potential benefits, but also pick up on the risks and constraints. These include hidden maintenance and running costs associated with buildings; a lack of capacity in some disadvantaged areas and the need for time and support for communities to develop the required skills.
