DTAS report on public asset transfer

The Development Trust Association Scotland (DTAS) recently held a symposium on asset transfer from local authorities to community organisations.  As part of that event they launched a report which reviews policy and practice in asset transfer across Scotland.

The report highlights the findings of a discussion and data collection exercise undertaken with all 32 local authorities in Scotland.  Key findings included a recent increase in proactive approaches to asset management; the lack of reflection of asset transfer in any formal strategies; a tendency towards transfer of management rather than ownership and for most transfers to cover 'community amenity' assets.

The report is the first strand of the DTAS Promoting Asset Transfer programme which runs from 2009 - 2011.  You can download a copy of the full report here.
