Community Land Trusts (CLTs) in England have recently been given a boost with two new measures introduced as a result of lobbying by the CLT network, led by Community Finance Solutions (CFS).
Their first boost has been a definition of a Community Land Trust going into legislation, giving CLTs recognition among public authorities, finance providers and landowners. CLTs are defined in the Housing and Regeneration Act 2008, Part 2 as bodies which “further the social, economic and environmental interests of a local community by acquiring and managing land and other assets” and which are under the control of the local community. CFS now plan to lobby for the definition to be extended to Scotland and Wales.
Secondly, a CLT Faciliation Fund has been launched jointly by Community Finance Solutions and Venturesome, and has already received major contributions from The Esmee Fairbairn Foundation and The Tudor Trust. Sadly the fund is currently only open to applications from England, but it will enable CLTs down south to apply for pre-development/feasibility funding, funding for producing a business plan, and revolving loans for housing development.
