Community empowerment action plan launched

The Scottish Government, in conjunction with the Convention of Scottish Local Authorities (CoSLA), has launched a community empowerment action plan.
A mix of discussion and case studies, the document looks at what constitutes community empowerment and how community capacity can be increased. There's a recognition that community empowerment often arises from the existence of locally owned, community led organisations. Ownership and management of community assets is also highlighted: "Communities owning their own land and buildings can have a huge impact on their empowerment. Asset ownership won’t be the answer for all communities, depending on their circumstances and their own wishes, but it can be very powerful."
Support for communities to own assets is highlighted as one of the actions from the plan, and there is mention of working with the BIG lottery fund in the context of their recent consultation, but there's no new sources of funding being announced.
