Coastal communities fund - good or bad?

The UK government has announced a Coastal Communities Fund, which will distribute some of the money raised by the Crown Estate from activities such as off-shore wind farms.

The fund is scheduled to open in April 2012 and will have £1.85million available for coastal communities in the Highlands and Islands and £2.05million available for the rest of Scotland.  However, the Scottish Government has criticised the move, saying that the amount of money on offer is 'paltry' and doesn't go far enough.
