Community ownership and council tax

Lesley Riddoch has written an article in the Scotsman reflecting on land buy-outs and the best way to spend money in a community.
The article, written partly in response to the recent Scottish Agricultural College report on community land ownership (see previous article), looks at how communities such as Eigg have developed over time. It also acknowledges the need for communities to work out where to spend the potential dividends from renewable energy projects. She asks whether that money be spent 'tinkering at the edges' or if communities should move wholesale into the provision of services that were previously the responsibility of local councils? And if they do that, could, or should, council tax monies be transferred to successful, self-governing communities?
